In a bowl, combine the oats, sugar, flour and butter; mix well. Then add the syrup. Dissolve baking soda in water; add to flour-syrup mixture, stirring well. Place spoonfuls of the batter onto a greased cookie sheet. Bake in a 350-degree F oven for about twenty minutes, or until golden brown and crispy.

 

Note: Anzac Biscuits are actually cookies, not biscuits. According to Wikipedia: "ANZAC Biscuits are a sweet biscuit popular in Australia & New Zealand, made using rolled oats, flour, coconut, sugar, butter, golden syrup, bicarbonate of soda and boiling water. Anzac biscuits have long been associated with the Australian and New Zealand Army Corps (ANZAC) established in World War I."
